A resolution passed 5-to-0 by the City Council last week said the cooperatives provide local goods and services, stable jobs, and economic opportunities for low-income workers, while also keeping wealth local. At the same time, it added, cooperatives are often limited in their ability to get bank loans. And with many small business owners about to retire and potentially close shop, the city says conversions to worker cooperatives could help preserve those jobs.
